How Do I Change My Address If I Am Moving To Delaware from Another State?
If you are moving to Delaware from another state, you will need to obtain a Delaware driver’s license and register your vehicle in the state. This must be done in person, bringing identification information. You must bring your Social Security card, two documents proving your Delaware residency, and proof of identity and residency. Acceptable documents can be found on this list.
You will take a vision test and then exchange your out-of-state driver’s license for a Delaware one, in most cases. In some cases, DMV may require a road or knowledge test.
You also have to register your car in the state. To do that, you must prove you meet the minimum insurance requirements. You also will have your vehicle inspected in one of the DMV inspection lanes. You apply for a title and pay document fees of 4.25 percent of the value of the vehicle. The document fee can be waived if you can prove you paid sales tax on the vehicle in another state within 90 days of moving to Delaware. Once you pay the fees, you receive a Delaware title and registration card. If a lien is still on the vehicle, the title is sent to the lienholder.

You must complete the change of address within 60 days of your move.
