Universal Title Application

Motorists can obtain a title for vehicles, motorcycles, RVs, boats, campers, trailers and other titled vehicles by completing and submitting a Form VR-217. You will need to provide the vehicle make, model, year, VIN number and address where it will be parked when not in use. If a lienholder has a financial interest in the vehicle, you also must provide the information identifying the lienholder.

Affidavit of Surviving Spouse

The state of Maryland does not require an affidavit of a surviving spouse to transfer ownership of titled property to the surviving spouse. Instead, a death certificate will suffice and enable a surviving spouse to transfer property to his or her name and remove a deceased spouse from the title on jointly owned property.

Renew/Replace DL – Out of State for an Extended Period

Anyone can renew or replace his or her Maryland driver’s license remotely via the Maryland Department of Transportation (MDOT) Motor Vehicle Administration (MVA) online eServices portal. The MVA will not mail a driver’s license replacement to a new address. You must update your current address to get the replacement driver’s license mailed to your new address if applicable.

Title and Register a Vehicle while Temporarily Located Out of State

A Maryland resident can purchase or otherwise obtain a vehicle while located out of state and obtain a title and registration. The person must complete a universal title application and mail it to the:

If the owner has obtained Maryland-compliant insurance, completing an online request to renew or register a vehicle.

Driver History Abstract Request

Individuals can obtain either a 3-year or complete driver history record while licensed to drive in Maryland. The record will show any citations and convictions for moving violations, license suspensions or revocations, and any reinstatements that might have occurred while licensed to drive in Maryland. Individuals can obtain copies of their respective driving records by completing an online request.

Wheelchair Symbol Plate/Placard Application

Individuals who are disabled or otherwise qualify for a wheelchair symbol plate and/or placard can obtain one by completing a Form VR-210. Applicants can mail the completed form and fee to the:

Individuals also can take the completed form to a local MVA services center.

Wheelchair Symbol Plate/Placard Checklist

The Form VR-210 includes a checklist that your medical doctor, registered nurse, eye doctor or other licensed medical professional can complete to affirm your qualifications for disability parking.

Refund Application

If you sell a registered vehicle and more than 12 months remain before it expires, you can obtain a refund. Properly completing a Form VR-021 will get the amount refunded when applicable.
