Introduction

Pennsylvania has several types of DMV locations, including driver’s license centers, photo licensing centers, vehicle centers, road testing locations, and inspection locations. You use a photo license location when you have renewed a license by mail and received a temporary camera card until you can have a photo taken. Driver’s license centers can perform services related to driver’s licenses, including road testing and taking photos for those with camera cards.

Licensing Centers

Driver’s license centers can handle all transactions associated with driver’s licenses but do not handle vehicle registrations.

License centers will process first-time licenses and renewal licenses, permits, and non-driver IDs and provide photos for those with camera cards. Renewals can also be done online or by mail. During COVID-19, the state is waiving requirements for new photos on renewals so that they can be done without needing to visit the license center.

Vehicle Centers

Most vehicle registration transactions may be handled online. Currently, there is one motor vehicle center open in the commonwealth. It handles motor vehicle transactions only and is located in Harrisburg.

The specific services offered at vehicle centers include new titles and registrations (including transfers) for individuals, bulk dealer and salvage titles, license plate transactions, and registration renewals.

Road Testing Locations

Road testing is done at all Driver’s License Centers and also may be done for a fee by private companies approved by the state. You can locate a private road testing company here.

Inspection Locations

In Pennsylvania, vehicles must undergo annual safety and emissions inspections at the time of renewing the registration. These inspections are done for a fee at official PennDOT inspection stations. These are generally repair shops or gas stations with repair shops. The fees are posted in each repair shop and do not include the charge to repair any issues.

Specialized vehicles or those that are reconstructed, flood, specially constructed, recovered theft, collectible, modified, and street rods must receive Enhanced Vehicle Inspections before they can be registered. Specialized private partners handle the registration and inspection of these vehicles.
